Multiple monitor setup with different refresh rates getting stutter/lag.

Bug

It's a known issue with Windows 10's window desktop manager, explorer.exe, etc forcing vsync on all applications running on windowed/borderless fullscreen mode.

It makes my 144hz monitor switch to 60hz and it's a very frustrating experience. I'm forced to run games on fullscreen, which defeats the purpose of having multiple monitors if I have to alt+tab every time get a black screen for a couple of seconds and possibly crash my game, not a HUGE deal as that's what I'm forced to do but is not as seamlessly as borderless fullscreen.

My only options seem to be getting another 144hz monitor(I'm not), or switch back to Windows 7/8.1 to get this basic Windows functionality back.

Has Microsoft ever acknowledged this issue? I've read through multiple threads but nothing of recent, or a definitive fix.
