18 year old in college that can’t get even a student credit card

So as the title says I am an 18 year old, part time working student at my local community college. I have tried to apply to many different credit cards(mostly student) and have been denied for every single one of them.

Now here’s the kicker, when I went to open my first bank account (at 18) the bank came back with another persons name and information when they looked up my social security number.

I did a credit report and I have a 730 credit score with no past lines of credit.

I am really not sure what to do if someone did steal my identity or, if not, I am getting denied for every credit card.
