Andrew Ng's ML course in Python

I just finished Andrew Ng's machine learning course. It was a very good introduction to machine learning. I solved all the exercises in Python. Helped me learn quite a bit about `numpy` and `scipy`.

Feel free to fork and use it as you want. The documentation is a bit scarce at the moment, hopefully I will add some more explanation. But it should not be too difficult to follow.
