Cool down confusion.

Do I have to cool down when I return to my actual location from spoofing elsewhere? For example I live in riverside and spoof in Long Beach, so I wait around 40 mins for cool down to start playing, but when I’m done playing and return to my actual location in riverside in POGO do I have to wait another 40 mins to start playing again in riverside? Just a little confused on how it works. Thank you in advance for your help. Really appreciate it
