2011 volt will not change. Voltec charge lights flashing

So I've searched for about an hour as to why it will not charge. The two main lights on the voltec charger the bolt one shows green then goes to red the light with the exclamation point stays green. Then the charge status lights flash 1 light, 3 lights then 1 light. That repeats 3 times then it resets. Anyone know what is going on?
