Goblin chainwhirler is broken

A 3 mana, 3/3 that kills every enemy 1/1 plus it has first strike.. how is this remotely balanced? What's the downside? I mean.. it even limits deck design because no 1/1s creatures are viable vs these guys. I srsly think its broken.
