PLEASE HELP WITH ACCEPTANCE QUESTION

I applied to WVU as a Transfer for spring semester and when I checked my application status, it said "an admission decision is being mailed to you." I recently got a new number so I don't get texts from WVU anymore.

My friend told me this means I didn't get accepted as they would have sent me another email with an acceptance, but another friend who graduated from WVU told me they only send a letter.

If I didn't get an acceptance email and it says wait for a letter, does that mean I didn't get in? Did y'all get a letter and an email or just a letter?

Really want to brace myself if I got in or not.
