Taskbar stays hidden when i minimize a game (fullscreen borderless)

Are we going to see a fix of this ancient bug? Almost every time when i minimize a game that is running in fullscreen windowed i dont see the taskbar, instead i see the game under the work window. Pressing the windows key shows the taskbar but then it hides away after hiding the start menu. Restarting windows explorer process fixes it for some time but then it happens again. I think there was some kind of app that people were using to fix this windows bug but i forgot the name.
