How rare is the T1 shaper mod "Gain 20% of elemental damage as extra chaos damage"?

I have a profane wand with this prefix and 2 junk suffixes. Is it better to annul twice and pray (and alt spam to find it again) or craft prefixes cant be changed and scoured.

End goal is to craft multi.
