Random frame catch in every game

Hi guys, I have noticed that in every game I play, whether it's Roblox or Rainbow Six, every 3 seconds or so, my screen seems to freeze for the tiniest fraction of a second. It's not that noticable but it is a little annoying. However I recently started noticing that my mouse seems to freeze at the same time and it really messes with my aim when I'm trying to flick. I have no idea what is causing this, as I am running a some really high end specs. Has anyone encountered this before?
