A build Pc for my friend

Hi, I am trying to build a gaming rig for my friend’s birthday. He is using a pre-built from 2014 and it a struggle playing with him. So I was wondering what I should get for him for $500 ish. He plays games and does a lot of photoshop. He is using a 1080 monitor.

Thanks, FreShaVacoD0
