can someone explain something about pickpocketing to me

So I was thinking about giving pickpocketing a try to add to me burgling anything not nailed down and I noticed something.

the pick pocket chance will briefly go BING turn green say 90% and then after a moment drop down to say 65 or less.
What is causing that?
