New project, 2 questions

I made a post here, and got some great pointers. Thanks! 😁 to keep it fresh I deleted my old post and I'm making this one to establish what my next steps should be.

Project idea: Simple dark themed UI as side bar, with 20-25 "cells". Each cell will have a "LED light"-like button, expand on click, choice between 4 colors. Each will also have a small arrow, expand text box on click.

Users: 3-10 users, LED light state and text box text should refresh.

Established so far: Will use c# wpf to make the UI. Should use a database instead of an XML file.

QUESTIONS: Can i start making a nice UI with stuff that expands, change colors etc and make the internals afterwards?

Can i make the application at home, and later make it save a database file on a network drive at work, then prompt (and save) other users instances of the application to the saved database file?

If you guys could help me with thr above, I think I'll be able go get going with it. Thanks :-)
