Banned players at locals?

So ive been coming to this local tournament by my house since the store opened and have been having alot of fun! New friends and all kinds of things like that. Because of them, I've been getting more into the competitive side of yugioh. recently a new player started coming to my locals, and I later found that he is a suspended player through konami. I dont mind the guy, but i dont particularly want him to be playing on our big competitive days. I know i can report him to konami, but i sont want the store to lose its OTS. Also, when discussed with the owner i was told he wouldnt be allowed to play at the OTS events there. Yet, he still comes. Any ideas on how to go from here?
