Do lvl 9 CPUs have some sort of damage multiplier?

I was playing against a level 9 Puff and he hit me 4 times and racked up over 100%, it seemed as if every one of his moves was doing 20% or more. I hit him with clouds F smash and it only did like 17%. Is there a multiplier or am I just bad?
