1440p60 gaming rig for AAA

Looking for a gaming rig that can handle 1440p with a steady 60 fps on graphically demanding games such as witcher 3, modded fallout 4 and skyrim, and most AAA games on high/ultra.

Not inclined to AMD or Intel, But I wont need too much multitasking as this will be pretty much a gaming/internet rig.

I will also need peripherals included into the price. I would like to keep it around 1300 if possible, but I am not at an absolute on price.

PS: Is 144hz worth it over 60 if most of the games i will be playing aren't too fast paced (CS:GO, etc.) or should I just stick with 60fps?
