Is it normal to be forced to fight a character you already have, multiple times as a new challenger?

Ever since I unlocked zelda I've regularly played, collected more characters, etc... but I have fought zelda as a challenger 3 times and won all 3 times. But I just want to know if this is a normal thing or not.
