Anyone else having problem with CAMP plans not unlocking the items on XB?

I bought a few plans for items for CAMP from one of the Whiteprings vendors and read them but when I went to my CAMP to build they didn't show up. This happen to anyone else? Pretty annoying way to blow my caps.
