Civil wars not firing?

Its my first game in Kaiserreich and I’m playing as the dominion of Canada. The game has been fun and the second Weltkrieg has already started, with me controlling Scotland and fighting to retake glorious Britain, but it is currently 1939 and neither the spanisch nor the American civil war has started. Can somebody help?
