Wonder if Agent Milton was lying (spoilers of course)

I was left wondering if Agent Milton was lying about Micah being the rat. That sounds like something an agent might tell a gang member to turn them against each other. Micah is a despicable human being, but working with the law to set them all up seems out of character. Was anyone else a little skeptical?
