Web developer Resume - Out of state

I currently live in Georgia and trying to move back to California and looking for a junior software/web developer role in a JavaScript stack. Should I mention in the resume that I currently live in Georgia and am moving back or should I wait til I get an interview? Also wasn't sure whether or not to keep the bullet points past tense or present since I'm currently employed at both places as a contractor.

I'm also worried that having only 10 months of total experience might look weird to recruiters but I hate the work I'm doing and thought I'd give it a try.
