Can someone explain the filters beauty gurus use on Youtube?

I have been seeing posts lately about people like Tati using filters on their Youtube videos to hide skin texture. This has mystified me. It is really no different than photoshopping and is incredibly misleading. Any tips on spotting these filters? Examples/references of them being used in videos?
