In-game loading issues driving me insane.

When the new patch came in i wanted to dip my toe in the water to see what itd be like, but ever since i started again ive been having in game loading issues.

for example:

1. Invisible walls where there shouldnt be any. they appear to be random. going up a staircase, gliding down (DH), running through a street.
2. loading of things in general; minimap doesnt load, map doesnt load, bag takes a good 15 seconds to load.
3. flightmasters invisible too? i did not even know there is a flight master outside the main hall in The Great Seal because it never loaded. I could see people hop on and off the flightmasters mount, but all i saw was the small loa statue that takes me to the top of the Seal. took me 5 reloads for the damn thing to appear. same is happening now with the one at the Port.
4. the loading screens take me forever too. they might as well have cleared half the dungeon when im finally in.

• i dont have TSM active, so its not that.
• i cleared my drives
• upgraded my drivers
• cleared my temp files

Does anyone know what this is? And how to fix it?
