insulating an existing Monolithic Slab On Grade from the inside ?

Hi, can you just put ridgid insulation directly on a Monolithic Slab On Grade detached garage floor ? someone said you can only insulated from the outside when building it, and that I can't do because it was 40 years or so ago they built it. I can't see why you can't insulate it from the inside.
