Found it under 'EPUshortcut'. Went away after end tasking that. Thanks for sending me in the right direction.

It's been there ever since I built this computer which would lead me to think it wasn't third party? I've always assumed it was some windows feature, will have a look though.

Uninstall whatever it is that makes that. You can also get 10 and be automatically better

I can minimise it but a small section of it sticks out on the side of the screen and it randomly minimises full screen programs I have running if I manage to click on it it's incredibly frustrating. No amount of googling has led me to find anyone else with a similar problem, any search for flight mode black bar leads me to other flight mode bugs and any search for pop up black bar leads me to problems with black bars around the screen unrelated to my problem.

It's a crappy extension. What browser is this?

It's not related to the browser. It's there all the time.

Honestly, I would just reformat the PC and start over. Besides this issue, who knows what other junk is installed and running in the background.

FWIW it was an ASUS motherboard related process.

It can still be removed though. This is in no way required.

Since this is definitely not part of Windows itself and you don't know what program it is, let's start investigating at the very start. Since it manages power/wireless settings, I assume you're on a Laptop. Based on that, we can assume that the manufacturer pre-installed this program as a feature-enhancement, which every manufacturer does. Am I right so far?

In that case, you can likely check the support downloads page for your specific laptop on the manufacturers site to get an overview of all the stupid and unnecessary crap, that they preinstall. There, it should also tell you what the programs are for. If you find one for the features mentioned here, you can then simply go to the programs section of your control panel, find that program and uninstall it.

EDIT: I had a better idea!

Actually, I have an even better idea!

Go there -> https://docs.microsoft.com/de-de/sysinternals/downloads/process-explorer, download Process explorer and run it. On it, there's a reticle-icon. Click and drag it over that overlay and let it go with the mouse on it. ProcExp should thenn tell you the process, that's generating it. If it's name doesn't give away the program name, you can right-click, select preferences and check all the file preferences of that program executable (e. g. the filesystem location it's in, the developer details and so on).

I found it under a process called epushortcut. Do appreciate you taking the time to help. Apparently it's an ASUS motherboard process.

you're absolutely welcome. It's nice to help a lot with a little gesture like such a comment from memory.

It's something related to ASUS' suite. I know with my AI Suite version I can right-click the icon on my taskbar and disable the minibar and it hides a different overlay, but one nonetheless.

Why are you using Windows 8.1 instead of Windows 10? It's a free upgrade and better in every aspect.

How do you get 10 for free now?

You can still upgrade older versions of windows, they never disabled this as far as I know. I did this a few months back.

Easy solution:

stop using Windows 8.1
