Spoiler - A Seanchan General (TGS thru AMoL)
Abaldar Yulan is the General. So this idea can only be speculation I think. But we know he is under compulsion in AMoL, I wonder if he has been since TGS at least. The raid on the White Tower being his idea and all. I know its on par with what the Seanchan want, but they want to destroy the tower and enslave Aei Sedai. I would think this outcome could be beneficial to the shadows goals too.

I like it, but don't recall any hints of such compulsion at the time - the five Great Captains (Bashere/Ituralde/Jagad/Brynne/Saniago) all appear to be acting normal at that time.
Semirhage was imprisoned at that point, which would open up her turf for Moghedien to use compulsion. So the possibility is there.
Wait...Saniago is not one of the captains. That would be Niall. By the end there are only 4 of the "great captains" left
I can't imagine Saniago not being ranked among the Great Captains. Bashere/Ituralde/Brynne/Cauthon/Saniago.
Agelmar?
Agelmar's accomplishments:
temporarily appointed as commander of the forces of the allied nations during the Aiel war, accomplishes nothing and is replaced by the slightly less incompetent King Laman, who managed to get himself killed
fails to prevent a Trolloc attack within the walls of Fal Dara
fails to prevent assassination attempt on the Amyrlin within the walls of Fal Dara
spends most of the time traipsing around the middle of nowhere while the heavy lifting is done in Cairhien, Illian, Altara
removed as commander during the Last Battle due to incompetence
Compared to Saniago:
a High Lord of a Noble House of Tear (really, that says it all)
Commander of the relief force that wins the Battle of Cairhien against those savages from the Waste
Commander of the army that boldly advances on Illian, resulting in a great victory - and more importantly a kingship - for the Lord Dragon
Commander of the forces that won a complete victory in Altara against the Seanchean, distasteful as it was
Exiled from the Lord Dragon's coterie due to jealousy of those massive successes and fear that the common serfs, peasants and other riffraff were looking to House Saniago to lead them to Glory.
Facts are facts, there is no debate here. Stiggerman, have some salt with those boots.
Mother's milk in a cup! If Weiramon was a Great Captain, I'd eat my boots.
Edit: notices username Burn me!
