Can you still steal Sweden from Denmark by combining the discovery age bonus and diplo ideas?

I've used this strat on previous patches with Poland and Austria, but right now I'm looking at the idea groups and it looks like paradox has changed them. Do you still get that discount from diplo ideas for a sufficient discount on transfer subject?
