Is it possible to have Trotsky lead both Mexico and USSR? I cant play right now so could someone else test that?

I remember them saying in a Dev video that it used to happen during testing, so they added something so if one already has him as the leader, the other can't get him. Though I've seen some bugs this expansion, maybe there's still a way .

I think this is how it works. After Soviets do great purge, trostky comes to Mexico. Trostky can only come to Soviet Union if great purge isn't done. I had a multiplayer game where the Soviets went trostky and I was Mexico. I never got the trostky event
