Please help, deciding on which GPU. 2060 vs. 2070

Naturally the 2070 seems like a better card but here is my situation. I am gaming on an old PC. i7-4790k, GTX 970 at 1080p and trying to make the best decision.

I cannot upgrade my entire PC right now so a GPU upgrade will have to do. I would eventually like to upgrade to 1440p and yes eventually I will be upgrading my entire PC (waiting for zen 2 details) so what could be a small bottleneck now may be resolved with a new CPU for me down the road.

So I guess I have a few questions:

Are the Strix cards that much better then FE? I can get an FE 2070 for the same price as the Strix 2060. Will the Strix perform that much better?

Do the 2060's OC well?

Finally The Strix 2070 is $600. That is a big jump in price from the Strix 2060. Are there any other benefits for getting this particular 2070? In regular tests that seems like it would be $20 per extra frame which is just a lot imo.
