Dancers to a Discordant System breakdown

Can anyone explain to me what the hell is going on in the middle instrumental break? The part right before Jens comes in with "We dance to appease...".

What is the time signature? It seems like the guitar and drums are doing different time signatures as the snare drum "cycles" and hits different parts of the main section each time it passes. Forgive me, I do not know any music theory.
