Is the Elder Scroll Online worth it for a moderate gamer?

The game goes on and off sale, and for 9$ I wonder if it's worth playing. I've played Skyrim for a while and really liked it (didn't finish it tho because it got too repetitive with all those dungeons...).

So what do you think? Will it be enjoyable or is it another repetitive game?

I think it's worthy to mention that I game for like only 4 hours weekly.
