Do I have to kill elder before spreading elder influence to other T16 maps ?

Just cleared Maze of the Minotaur and elder didn't spread so I don't know why ?
First time trying to spawn uber elder btw, and already killed every elder version and shaper too.

You have to clear elder before spawning uber elder. AKA uber elder cannot be spawn before you kill the normal elder already on your atlas.

I try to spawn it too. first t16 is fine but the second one is so confusing. ppl say just run adjacent t16 map. but actually i need to get elder-I on t15 first then run t16. if you have two t16 elder-I then run other t16 and it will be elder-I map.

You can just run the other three guardians and spread his influence, once all four have elder influence on them he'll move to shaper, you don't have to clear elder first.
If I had to guess I'd say you currently have too many maps with Elder influence on them and he rubber-banded off Mino, might want to cut off the upper right section first before trying again.
Oh maybe yes, how to you cut some elder influence ?
Clear Geode and Marshes and it should sever that whole upper blob.

If I'm not mistaken he currently has 28 maps with Elder influence, and IIRC with the current system you cannot have more than 30 Elder-influenced maps so he will need to cut at least one node worth of influence in order to get all three Guardian maps.
