I thought I had what was called “naked ladies” in Kansas City MO. A google search of that name did not help me, as most sites were African or European plants.

My questions are - Can I cut the foliage? Does the foliage come after the flower? (I swear it did, and I think the snow covered them) Do the flowers bloom every year, or every other? Are they bulbs I can move? Any help, links or info is greatly appreciated.

some sort of precocious plant im sure, so the foliage would come after the flowers, but other than that more info on your part would be necessary to answer your questions

Autumn crocus (Colchicum autumnale) gets foliage (early spring) before the flowers (late summer/fall) (foliage dies back in between). Naked ladies (Amaryllis belladonna) have a similar manner of providing summer flowers. After the winter-growing leaves have died down for summer dormancy, in late summer, a bloom stalk of fragrant pink flowers emerges and blooms without leaves, or naked. https://homeguides.sfgate.com/plant-naked-ladies-72891.html

Leave the foliage until it yellows, then cut back :)
