Need advice. BF and i decided to move in together a year ago. He never moved in.

So we agree to move in together, find a place with a month to month lease. It’s a small home, too small and so that’s why it was intended to be temporary. I have no fence for my two big dogs and live in about 600 square feet. The original plan was to live there a few months then move to Florida which he has already backed out on. He never packed one box or told his parents he’s moving out. (He’s 33 I’m 38). So now he says he doesn’t want to rent anymore, he wants to buy. Well first of all, that doesn’t involve me, and second of all he is making absolutely no moves to actually buy a home. He convinced me to get the house “we” have now. Told me it would all work out. Well it hasn’t. I hate the home and I hate that he’s backed out on our life plan. We should be moving forwards, not backward. It breaks my heart that we were so excited to start a life together and now I’m left with a shitty house and no one to share it with. He basically wants to stop paying rent and leave me on my own and doesn’t seem concerned with my predicament. I can’t really afford it on my own, and it extra sucks to have to pay for a place I hate. And that we were supposed to have together. He says sorry a lot but what’s that get me.
This is a man that has said for years he’s dying to find a partner and settle down (we were friends for 5 years before dating) but he’s showing that he can’t execute that. How can the relationship even survive this backwards step? How can I trust anything he says about the future or anything? This takes a big toll on me and the relationship. I feel slighted and lied to and sad. Also unsure what to do.

EDIT: the consensus will probably to be split up. I have very few people in my life, no close friends, family lives far away. He’s all I’ve got. I don’t want to be completely alone. I’m also bipolar and already depressed so a break up is terrifying. I have no support system. My therapist has said to me recently that she doesn’t believe I’m stable enough to handle a break up.
