Random enemy patrols?

Has anybody run across random enemy patrols anywhere other than near enemy ports? It seems like the only time I run across an enemy vessel is if I'm given a mission to sink a specific freighter. My sector patrols where I don't receive a secondary mission consist of driving back and forth and then driving back to port, so I was hoping for a bit more random excitement.
