Vacuum breaker leaking.. can't remove it.

I moved to a new house and the backyard faucet leaks from the little holes when the faucet is open.. I've tried removing the piece but it won't budge and there is no screw to drill out (as suggested in another post). What are my options? I just a normal faucet to put a garden hose in.
