Best Bike brands for smaller riders?

I'm around 165cm tall and I may have weirdly small arms because almost every bike I've been on, I feel I'm over stretched out and over reached. This ends up putting a lot of pressure on my wrists, shoulders and neck, especially over long rides. Now most bike shops I've been to don't seem to stock the smallest size frames available so I feel I always end up with a bike that's one size too big for me. My current bike is a Norco Search which has a reach of 371mm and a stack of 525mm with a top tube length of 545mm. I feel I can do with a shorter reach (the stack shouldn't matter so much as you can always lower or raise the stack by lowering or raising the stem) but I can't seem to find many bikes which have a shorter reach than this, even bikes with smaller sizes than my current bike and ones with 650b wheels still seem to have the reach at about the same or even longer than my current bike... :(

Anyone got any advise on what brand road/gravel bikes would be better suited to me?
