They are. They barely work, and also have issues with the sweep speed like the one you noticed.

Well yes radar speed I've noticed and I do not know yet if the level of radar detection is intended or if they made them worse than they meant to because they did update all the radars

Can't find much information on the workings of the AN/APS-19 seen here, but for the other two radars with stupidly fast scan speed (the AN/APS-6 and AI Mk. X) it is historically accurate. The AN/APS-6 (used on F6F-5N) completed 20 Scans a second in real life and AI Mk.X (used on P-61 and Sea Venom) did 10 scans a second.
Early radars worked by spinning the radar dish very rapidly then rocking it up and down as it span so that each scan covered a different elevation.
