New brewer issues

Here’s my dilemma, brewing the Young’s ipa kit been struggling with temp had a really hot day on day 3, 26c for a day and had really heavy activity, now on day 10 it’s been stuck at 10.10 for 2 days and the kit said it would take 15, no bubbles in the airlock should I transfer to secondary or wait? There is a blanket of yeast at the bottom so I think the yeast has given up and I don’t know what to do :-(
