[Measurement Check] 38C/D > 40E/F but nothing seems to fit!

Title says it all really... I was an ill fitting 38C/D and the calculator put me at 40E/F. So I went shopping and tried on about 10 bras in a 40E, the bands felt significantly more comfortable but all the cups were SO large. I tried a DD but it still felt wrong so am a little stuck

Measurements are: Loose: 41in Snug: 40in Tight: 38in Standing: 45in Leaning: 47in Laying: 45in

Would anyone be able to help? Thanks in advance!
