[Question] Can iOS 13 beta use Apple wallet?

My wallet has been saying “Updating cards, Apple Pay will be available when updates are complete” since I updated to the beta yesterday. Is this a bug or do betas disable authentication in the wallet? It does this for all my cards that require authentication. Thanks
