Low power warning at boot, bootloops

I have been working with an issue on a pi2b and can't seem to figure out.

Long story short; is there a way to lower boot power consumption of retropie in anyway, for 30-60 seconds? Something in the kit I have is causing a boot loop of low power warnings during boot which will randomly either stop boot looping and boot normally or it'll boot loop forever. I have it connected to a 1000c and a 6000mha battery. Plugging in to a charger boots without issue. Once booted it never shows any signs of low power or needing the charger. It'll play and play until battery runs out.

Rpi2, retropie 4.4 (kit at time of creator's guide was an earlier version)
