How to accept Elsweyer Starting Quest "A Rage of Dragons"?

So I have just logged in on the PS4 gone to Collections, Stories, Chapter, and is says press X to start Quest. But no matter how many times I press X it won't accept. I have even tried logging in and out.

Is there a Place in game I can go to to accept the Quest?

I went to Abnur Tharn in Grahtwood and he just says wait for a letter or messenger....
