Steam package

I went to their support page and checked out their FAQ for steam pre purchase but it did not help. I do not see a sign up for BETA option and steam only starts the launcher when I click play on the library instead of sending me to the homepage unlike what the FAQ is telling me should happen. Anyone able to figure this out who had this problem?
