I got a response from the City of Vancouver about Bunny Scooters

I contacted the City of Vancouver about the Bunny Scooters being left around near the seawall and asked about their legality, and received a response:

Thank you for taking the time to share your concerns with Council regarding Bunny Scooters.

The City continues to monitor the e-scooter industry as part of our commitment in supporting sustainable and micro-mobility. We have connected with sharing companies, including Bunny Scooters, as well as with many jurisdictions where e-scooters have been introduced.

The Province regulates the use of all motor vehicles, including low-powered vehicles like e-scooters, on the roadway and the sidewalk adjacent to the roadway through the Motor Vehicle Act which governs most city streets. The City’s regulation is limited to the use of park paths and the seawall through the Street and Traffic Bylaw and Parks Control Bylaw. At this time, both Provincial and City regulations prohibit the use of low-powered vehicles such as e-scooters, motorized hover boards, unicycles, skateboards and Segways on all public rights of way. The only exceptions are motorized wheelchairs and electric-assisted bicycles. The City has also made this clear in its correspondence with Bunny Scooters.

Thank you again for your feedback; your comments have also been received by the Mayor and Councillors.

I wrote to the council because I've seen how unregulated undocked scooters and bikes can turn a city into a dump. San Francisco and San Diego were covered in broken and discarded scooters and bikes as many companies tried to flood the market. I really don't want the same to happen here. We have a docked bike scheme that works well, and we could have a similar regulated docked scheme for e-scooters if we wanted it.
