Izzet Drakes Deckbuilding

I've seen decklists from various tournaments and a format I've grown to think is awesome is Izzet drakes. I've built a deck from the cards I have, trying to best emulate the format without dropping tons of money on cards. I would like some feedback on how I can optimize and make the deck much more competitive. I've also got a few copies of [[Ral's Outburst]] and was wondering if it was a good card for this deck?
