A simple package manager for emacs

I am trying to create a package manager for emacs which doesn't rely on package.el, is very minimalistic, and does all of its operations in the background. I have done some basic operations using shell scripts, Maybe I will use elisp code instead at some point. Any feedbacks or comments are very much appreciated.
