Oculus Rift PC Needs

Are questions okay? I hope this is in the right place... and I apologize for my complete ignorance of all things technical. :)

Over the weekend I got to experience playing a super fun VR game and now I'm looking at possibilities to get one of my own. Right now, I'm leaning towards the Oculus Rift. I have some questions about what type of PC I should get though. I'm not a heavy gamer by any means so I'm not looking for the best equipment. I want something budget friendly that will allow Oculus Rift games to run efficiently. On their website, they do provide both the minimum requirements and the recommended requirements for a PC to run the games so I'm looking for specific suggestions that again, are budget friendly. I guess my other question is does it have to be specifically a gaming PC? Or are there regular PCs that would still do the trick? Final question, I'd want a PC that I could hook up to my TV. Is that something all PCs can do and it just depends on my TV?

Ideally, I'd be willing to spend between $300 (wishful thinking?!? haha) and $600. But looking forward to your thoughts and suggestions. THANK YOU!!!!
