Did they imply that the Soviets intended for the reactor to explode once you hit AZ-5?

Just finished the show last night and I loved every minute of it. The only question I have is when they finished the trial. It seems that they came to the conclusion that the State was aware of the flaws with the reactor and did not tell them. Were they implying that they intended (or at least anticipated) for the core to explode?
