Came back after over 2 years, no rune refund?

So I noticed Runes were changed and from what searches I found they gave very little for the runes you had in order to keep $$$ and not let us get full refund to prevent from getting many champions/skins (still a dick move tbh).

However, I saw no notification of this in-game after logging in and believe I may not have gotten any refund as the current Blue Essence I have is roughly 3k which I believe I had (in IP if that was what it was still at the time, I cannot remember) prior to being away.
